The landscape of professional licensing is undergoing a historic shift. In a major step forward for the beauty and wellness industry, 11 participating states are preparing to issue multi-state cosmetology licenses, some as early as this summer.
At the recent Be+Well | Beauty and Wellness Show in New York (formerly the International Beauty Show), Leslie Roste, Director of State Relations and Policy Development for the Professional Beauty Association (PBA), issued a clear call to action: If you are eligible, apply for a multi-state license, even if you don't plan on moving.
Here is why this movement matters for every stylist, esthetician, and spa professional, and why your participation is the key to its success.
Building Strength in Numbers
The interstate Cosmetology Licensure Compact aims to eliminate the red tape that historically prevented professionals from working across state lines without the grueling process of reapplying for a new license. However, the expansion of this compact depends entirely on proven demand.
“When you have the option to get a multi-state license, take it,” Roste told the audience. “Because if people don't do it, other states won't see value in it.”
By applying, you aren’t just gaining personal flexibility; you are providing the data and momentum needed to convince more states to join the agreement. If the industry shows a high adoption rate, it builds a massive case for nationwide portability.

More Than Just Convenience: A Lifeline for Professionals
While the compact is funded in part by the U.S. Department of Defense to support frequently relocating military families, the implications for the broader workforce are profound. Roste highlighted several critical scenarios where license portability is quite literally a lifesaver:

Domestic Violence Survivors: With 85% of the beauty workforce identifying as female, the ability to flee a dangerous situation and immediately begin earning a living in a new state is vital. “In our industry, you can get tips in your pocket today to buy a meal or a hotel room,” Roste noted. “But if you don't have a license, you can't get that job.”

Natural Disasters: From wildfires to floods, beauty professionals are often displaced by environmental crises. Roste’s message was blunt: “If your salon washes down the river, you still have to feed your family.”

Economic Mobility: Whether you are moving for a better cost of living or following a spouse’s career, the compact removes the months-long "waiting game" of state board transfers.
Following the Lead of Healthcare
The concept of interstate compacts isn't new; it is a proven model used by nurses, doctors, and respiratory therapists. The beauty industry is finally catching up to these high-standard professions, signaling a new era of respect and modernization for our craft.
“If they can make this work,” Roste says, “I'm absolutely certain we can do it in this industry.”
